Euro: Hammer on cartels - pardoning
An article by Vladimíra Glatzová published by the weekly Euro no. 28/2009 addressed the problem of leniency.
Anti-monopoly offices throughout the world have an effective discipline for cartels. The use of leniency allows participants in cartel agreements the option of immunity from prosecution or to have their fines lowered if they inform on other participants of the cartel. The Czech Republic would need to implement legislation in order to establish harmonization of the proceedings by with European competitive authorities. Notification of the leniency program, which is not supported by Czech law, is published on the web pages of the Anti-monopoly office.
